Community Development Block Grant (CDBG) Program
The Community Development Block Grant (CDBG) Program helps improve housing, infrastructure, accessibility, and quality of life throughout Jefferson County. EDC administers these federal grant programs in partnership with local governments to support eligible community development projects.
Assistance
The Jefferson County Entitlement Program is a set of individual programs from the U.S. Department of Housing and Urban Development (HUD) designed to address identified priority community needs, as set forth by the citizen participation process during each five-year consolidated plan period. These individual programs are for the benefit of residents who fall within HUD’s low-to-moderate income guidelines.
Available Programs
Homeowner Rehabilitation
This program is a two-year forgivable grant of up to $15,000 and is available to low-to-moderate income residents that are at or below 80% of median income for the repair or replacement of direct health and safety related housing issues.
The purpose of this program is to assist home owners of single family residences who occupy their home with needed rehabilitation. Items that fall within qualified health and safety housing issues include, but are not limited to, the repair or complete replacement of broken windows, deteriorated siding, exterior doors, HVAC (including furnace), inadequate or leaking plumbing, electrical deficiencies, deteriorated roofing, guttering or other direct issues as identified and qualified by program staff. ALL expenditures under this program must be for direct health and safety related housing issues and cannot under any circumstances be used for aesthetics’ (items that look bad but are still in a usable or operating condition).

Private Sanitary Sewer System Replacement Program
This program is a two-year forgivable grant of up to $20,000 available to low-to-moderate-income residents at or below 80% of median income for the replacement of a failing private on-site sanitary sewer system (septic system).
The purpose of this program is to assist homeowners of single-family residences who occupy their home with the required replacement of an existing septic system that is deemed to be in a failing condition in order to bring the home up to adequate housing standards as defined by the current Jefferson County Building Code.
Acceptance into this program includes all required engineer drawings, soil microbiology testing, permits, physical installation, and five years of routine maintenance to the new system.
2025 Private Sanitary Sewer System Replacement Program Application
Public Sewer Tap-On Fee Program
This program is a one-time grant distribution equal to the current tap-on fee charged by the sewer district where the home is receiving new service from. Funds are available to single family, owner-occupied, low-to-moderate income residents that are at or below 80% of median income.
This fee is paid directly to the public sewer district in which the home is receiving service from, it does not pay for costs associated with lateral lines or any other equipment that may be required in order to receive such public sewer service.
Individual sewer districts within Jefferson County do charge different amounts for this tap-on fee, therefore there is no set amount for this program. This program is not available for service received from a private sewer company, to rental or leased housing units or to third party requests.

We are temporarily out of funds for the CDBG programs of:
Homeowner Rehabilitation Program and Private Sanitary Sewer Replacement Program.
While we will still accept applications for these programs, all new qualified applications will be placed on a waiting list until additional funds are received by the program.

Low-to-Moderate Income
Low-to-moderate income is defined as an individual’s total income being at or below 80% of the County’s Median Income. For all programs offered through the EDC, an applicant household income, for the purposes of qualifying for acceptance, is determined by adding the total income (not just taxable) for each individual residing in that household. The guidelines for the number of persons in that household are then applied, and this total must be at or below the HUD income guidelines for that household size.
